An evaluation of the research information below indicates that:
1. Extrapolation of the previous Lok Sabha term’s allocation to 5 years (to account for missing information for 2014-2015), leads to a Budgetary Estimate of 1.77 Lakh Crore INR (NOTE: these are only Budget Estimates, which are conventionally
higher than revised estimates and higher than actual expenditure) for the Ministry in the past term. This can be considered the ’benchmark’ allocation level to merely
maintain productivity levels that are sought to be enhanced by additional measures.
2. Total corresponding expenditure for 4 years in the current term, FY 2019-20 to FY 2022-23 and the Budgetary Allocation for FY 2023-24 lead to a total of 5.75 Lakh Crore INR for the current term. This represents an ‘increase’ of 3.98 Lakh Crore
INR relative to the previous term; this must be juxtaposed against the promised investment was 25.0 Lakh Crore INR to interpret the degree of performance relative to the promised effort.
It can therefore be concluded that:
The Government’s objectively verifiable performance is 84% lower than the promised objective and this translates to approximately 19.25 Lakh Crore investment ‘gap’ attributable to this implementation effort.
