“Interest-free Kisan Credit Card loans: We will provide short-term new agriculture loans up to Rs. 1 lakh at a 0% interest rate for 1-5 years on the condition of prompt repayment of the principal amount.” — Promise in 2019 BJP Manifesto

According to:
1. Question No. 3357 (Unstarred) , Lok Sabha 17,Session 1, Ministry of Agriculture and Farmers’ Welfare, March 21, 2023, the government has been running the regular Modified Interest Subvention Scheme (of providing up to 3 lakh rupees at an interest rate of 3-7%) under the Kisan Credit Card scheme. No information about zero-interest loans to farmers has been shared by the government.

2. In an earlier session — Question No. 3227 (Unstarred), Lok Sabha 17,Session 6, Ministry of Finance, August 9, 2021 — the Minister of Finance also answered that the Department of Agricultural Cooperation and Farmers’ Welfare provides interest subvention of 2% per annum for loans up to 3 Lakhs, and an additional incentive of 3% is given to farmers on prompt repayment, thereby reducing the effective interest rate to 4%.

It can therefore be concluded that:
The Government’s objectively verifiable performance is 0%. The government has been running the regular Modified Interest Subvention Scheme; providing up to 3 lakh rupees at an interest rate of 3-7% under the Kisan Credit Card scheme. No information about zero interest loans to farmers has been shared by the government.
