Performance Summary
Under the PM-KISAN scheme, the government provides Rs 6,000 to the eligible beneficiary farmer families in a year and the amount is transferred in their bank accounts in three equal 4-monthly instalments of Rs 2,000 each.
An evaluation of the research information indicates that:
1. When evaluated in terms of beneficiaries reported publicly, the average annual coverage achieved by the scheme is approximately 8.78 crore farmers which represents a coverage of 61% of the estimated registered farmers population in India (i.e. 14.5 crore as indicated by the Agriculture Ministry in its own response to Question No. 542 session 1 Lok Sabha 17).
2. When evaluated in terms of adequacy of actual expenditure to achieve 100% coverage of all registered farmers in India (14.5 Crores), which would require approximately INR 87,000 Crore per year to fulfill its obligation of INR 6,000 per year per farmer family, the annual average expenditure of INR 46,866 Crore represents a 54% fulfillment of the promised support.
It can therefore be concluded that:
The Government’s objectively verifiable performance is 39% to 46% lower than the promise objective of 100% coverage. This translates to approximately 5.7 to 6.7 Crore unserved farmers.
